Rochester Animal Services says its shelter is at capacity for dogs and needs help from the public.
The shelter has 36 adoptable dogs, including 24 in the building, and 12 in foster care.
Another 23 dogs haven't yet been cleared for adoption.
It also has 23 adoptable cats, with 16 in the shelter and 9 in foster care.
RAS is looking for responsible people who can adopt or foster an animal.
Director of Animal Services, Chris Fitzgerald, says fostering an animal enables the shelter to care for more dogs and cats.
"It (also) benefits the animal by giving it a longer period of time to potentially get adopted. And often times the foster caregiver themselves find it very rewarding to be involved in that way," he said.
