Two more Thruway Authority leaders are leaving.

Executive Director Thomas Madison and Chief Financial Officer John Bryan quit Wednesday without saying why publicly.

Chairman Howard Millstein stepped down at the beginning of last month.

The resignations come at a time when the Thruway Authority is under scrutiny for how it will fund the building of the new Tappan Zee Bridge.

Talk of toll increases have run rampant, though tolls so far have remained flat.

Late Thursday afternoon, Thruway spokesperson Dan Weiler provided WXXI News with a portion of an email sent Wednesday to employees by Thruway Authority Board of Directors Vice Chair Donna Luh of Buffalo:

To all Thruway & Canal Corporation Staff:

It is with mixed emotions that I inform you of the departure of Tom Madison and John Bryan from the Thruway Authority and Canal Corporation.  Both are outstanding public servants who have led our organization through some very challenging and exciting times.  The Board and I wish them all the best as they leave to pursue new opportunities, and thank them for their many years of dedicated service.

Leadership changes at the Authority are part of a natural transition of government, and I am working closely with fellow Board members and Authority staff to assure a smooth and efficient transition process.
