Developers Outline the Fourth Parcel 5 Proposal

The city of Rochester is considering four development proposals for Parcel 5, the vacant land where Midtown Plaza once stood.

The latest was outlined Thursday morning by developers Andy Gallina and Patrick Dutton.

Gallina says the four main components in the 85 thousand square foot, 14-story tower proposal are retail, condominiums, an underground parking garage, and an urban park.

Gallina says research has shown that such parks are valuable.

"Property values around those parks dramatically increase because of that amenity that is there now that was not there before," he said.

Dutton also praises the value of an urban greenspace, which can serve as a gathering spot for the community.

"We believe this is a bridge building opportunity, for our entire city. The Greater Rochester community, suburban folks, urban folks, to come together, to enjoy life in downtown Rochester," he said.

The developers say their $30 million dollar proposal would be financed with mostly private dollars.

It's expected the city will start to interview prospective developers for Parcel 5 next week.
