Cuomo proposal would further restrict cell phone use by drivers

A proposal by Governor Andrew Cuomo would place further restrictions on drivers when it comes to the use of electronic devices.

There was much detail in the proposal,  just one sentence on one of the final pages of a 351-pageState of the State bookoutlining Cuomo's priorities for 2017.

The governor wants to make it illegal for drivers to use electronic devices on the road, even when their vehicle isn't moving.

The proposed measure is part of overall efforts to cut down on the number of fatal accidents caused by distracted driving.

A spokesperson for the State Department of Motor Vehicles called it a common sense measure to close a glaring loophole that exists in state law by prohibiting any non-hands free use of a mobile phone or personal electronic device - regardless of whether a driver is stopped at a light or traveling in stop-and-go traffic.  

It would not prohibit cell phone use when a vehicle is stopped at the side of or off the road.

Cuomo also wants to prohibit the use of electronic devices by drivers under 18.
