Rochester, New York – Listening to the radio on the way to and from work is part of most people's daily routine. But nothing has been routine in the radio industry since Congress passed the Telecommunications Act in 1996. Since then, Rochester's radio stations have changed hands, changed formats, and changed the airwaves over Western New York. Not everyone thinks those changes have been for the better, as WXXI's Brenda Tremblay reports.
