Rochester Police Chief James Sheppard says the department is using a new tactic to deal with gangs.
According to media reports, Sheppard announced police will be hand-delivering letters to particular violent gang members stating that the police know who they and who their friends are.
The letters will also tell the gang members that Rochester police are getting assistance from state and federal law enforcement agencies to target those involved in violence using firearms. Sheppard says this new effort is similar to a program called Operation Cease Fire that was implemented by police a decade ago.
