US Attorney Bill Hochul says he believes Latson is evading arrest, and asks for the community's help.

Law enforcement officials are still seeking one Rochester suspect in connection with a heroin distribution ring out of Philadelphia. Police arrested 13 suspects, and recovered over 20,000 individual bags of heroin, according to US Attorney Bill Hochul.

"As successful as that operation was, there is still one individual that is being sought by law enforcement in conjunction with this continuing investigation. And that person is specifically Omar Latson."

Police say they believe Latson was helping distribute the heroin in Rochester, and is intentionally evading arrest. They are asking anyone with information to come forward.

Police have arrested thirteen people in connection with a heroin distribution ring. Several individuals are charged with transporting the drug from Philadelphia, and distributing it in Rochester.

Hochul says the amount of heroin recovered was more than was seized in Rochester in all of 2015.

"I think I speak for all law enforcement that's behind me as we as all men and women that wear the badge. None of us seek records. What we in fact seek is to save lives."

This is the third investigation involving heroin that came from Philadelphia, according to law enforcement.

Hochul says his office will continue to aggressively prosecute those who supply heroin to the community in order to combat the addiction epidemic, but he says they also need the community's help to identify people who need treatment for heroin and opiod use.
