Police Disperse Crowds Following Puerto Rican Festival

About 16 people have been arrested for disorderly conduct after the annual Puerto Rican Festival in Rochester.  
 
 About 100 officers were deployed to manage around 1-thousand partygoers who congregated on street corners.  
 
Officers used PepperBall projectiles, paintball-like objects filled with pepper spray, to disperse the forming crowds.  Officers have also written numerous traffic tickets.
