City engineers in Rochester presented preliminary plans on Tuesday night for the Inner Loop project.
It will be funded by nearly $18 million in federal money, and would redevelop about nine acres of land, with the idea that it will help connect city neighborhoods and make the area more pedestrian and bicycle friendly, as well as help area businesses.
Some city residents came to the meeting, voicing comments both pro and con, and those comments will be taken into consideration before the final design is reached.
The project would raise up the Inner Loop and transform the expressway into a standard city street connecting Main Street to Monroe Avenue.
Construction is expected to begin this fall and take a couple of years to complete.
