Rochester, NY – It was built because of a federal requirement to "give back" to the community. It was hailed as a tourism development effort for Rochester, and a major attraction to bring visitors into the downtown High Falls District.
Today, it mostly stands idle as the city and the company that manages the High Falls try to figure out what to do with it.
